The Grand Army of the Republic (G.A.R.) was created by Dr. B.F. Stephenson of Springfield, Illinois, for Union veterans of the Civil War. He and several friends organized the first Post (local chapter) in Decatur, Illinois on April 6, 1866, the anniversary of the Battle of Shiloh. Missouri's first post was organized in Kirksville October 1, 1866, but disbanded a few years later after internal strife. It was reorganized in 1882 and was designated Post Number 22.
According to the "Rules and Regulations for the Government of the Grand Army of the Republic," Chapter I, Article IV, those eligible for membership must be "Soldiers and sailors of the United States Army, Navy, or Marine Corps who served between April 12th, 1861, and April 9th, 1865, in the war for the suppression of the Rebellion, and those having been honorably discharged there from after such service, and of such State regiments as were called into active service and subject to the orders of the United States General Officers, between the dates mentioned, shall be eligible to membership in the Grand Army of the Republic. No person shall be eligible to membership who has at any time borne arms against the United States." Some applications include G.A.R. transfer cards certifying good standing and recommending the soldier for admission to any post.
